EB1A RFE exhibit index template: what each row should include

If the officer cannot trace each objection to a claim, exhibit, page, highlighted fact, and response sentence, the response is still too hard to review.

Short answer: build the exhibit index before you assemble the PDF. The index should follow the RFE, not your resume, and every row should make one officer-facing point.

The template

Use one row per officer concern. If the RFE challenges judging, original contribution, critical role, and final merits, those are separate rows. Do not bury them inside one general "more evidence" section.

RFE objection The officer's concern in plain language. You wrote only "final merits" or "original contribution."
Claim defended The exact point the exhibit is supposed to prove. The claim is a broad career summary.
Exhibit and page The document name plus the exact page, row, chart, or paragraph. The citation points to a 40-page attachment.
Highlighted fact The sentence, number, title, date, adoption note, or third-party fact that matters. Half the page is highlighted.
Independence Whether the proof is external, objective, third-party, or self-generated. Everything depends on internal praise.
Response sentence The line the cover letter should say after citing the exhibit. The sentence repeats the document name without explaining why it answers the objection.

A filled example

RFE objection: USCIS says the judging evidence does not show selection because of expertise.

Claim defended: The applicant was invited to review because of specialized field knowledge, not because of an administrative role.

Exhibit and page: Exhibit B.3, page 2, conference chair letter.

Highlighted fact: The letter states reviewers are selected for subject-matter expertise and identifies the applicant's review area.

Independence: Third-party conference organizer.

Response sentence: Exhibit B.3, page 2, shows the judging invitation was tied to field expertise, which directly answers the officer's concern about selection basis.

Order the index by the officer's objections

The index should not begin with education, job history, or a list of every exhibit in the original filing. In an RFE response, the officer already gave you the route. Follow it.

  1. First objection, strongest proof, exact page.
  2. Second objection, strongest proof, exact page.
  3. Final-merits concern, whole-record proof, exact synthesis sentence.

This makes the response feel smaller even when the packet has a lot of evidence, because every page has a visible job.

How to handle one exhibit that supports several points

One document can support more than one row, but do not make the officer infer why. Cite it where it matters and explain the job each time.

  • A press article might support published material and final merits.
  • A conference letter might support judging and field recognition.
  • A product adoption note might support original contribution and critical role.

The same exhibit can appear in multiple rows if each row names a different officer concern and a different reason the page matters.

Run this audit before export

  • Can each row be understood without reading the whole packet?
  • Does each page cite point to the exact fact, not just the document?
  • Does the highlighted fact answer the objection directly?
  • Does at least some proof come from independent or objective sources?
  • Does the response sentence tell USCIS what conclusion to draw?

If the answer is no, the fix is usually a clearer row, not another attachment.

Bottom line

An EB1A RFE exhibit index is not clerical formatting. It is the control table for the response. If the table is clean, the cover letter and PDF order get much easier. If the table is vague, the packet will probably feel vague too.
